Terms of Reference of the Institutional Audits Committee
In terms of the procedures outlined in the Framework for Institutional Audits (reference:
Framework for Institutional Audits) of the
Higher Education Quality Committee (HEQC), all audit reports must be submitted to the
HEQC Board before the draft report is submitted to the institution concerned for an accuracy check, and before the final report is released.
The terms of reference of the Institutional Audits Committee, which is constituted by the HEQC Board, are to consider all draft audit reports and to approve their release to the institutions concerned for comment and accuracy checking.
Once the institution has responded to the draft audit report, the Institutional Audits Committee must approve any accuracy-related or other amendments that have been made to the report and recommend that the final audit report, together with the institution's response to the draft report, be submitted to the full HEQC Board. The final audit report is approved by the full Board, and then sent to the institution concerned.
The Framework for Institutional Audits further provides for institutions that have been audited to submit to the HEQC an improvement plan, within five months of the receipt of the final draft of the audit report. The plan should outline how the institution intends to respond to the audit report. The Institutional Audits Committee is responsible for scrutinising the improvement plans submitted; and may advise the
Institutional Audits Directorate on responses to institutions.
