Pilot audits
Three pilot audits were conducted in 2003. The institutions selected were two public providers: the University of Pretoria and the Vaal Triangle Technikon (now Vaal University of Technology); and a private provider, the Midrand Graduate Institute. The aim of the pilot audits was to develop the institutional audit system; to test the institutional audit procedures and criteria; and to evaluate the institutional audit system. The HEQC approach to audit was then adjusted to take account of comments from the auditors (including the international auditor and an international observer), the piloted institutions and HEQC-commissioned research on the pilot audit process.
The critical elements of the national institutional audit system, including the Institutional Audit Manual which provides the policies, procedures and audit criteria, were put in place in 2004.
