The CHE Monitoring and Evaluation system is located in the Directorate: Monitoring and Evaluation and supported by the Monitoring and Advice Standing Committee established by the CHE. Dr AM Perez chairs the Standing Committee and its members include Ms A Canca, Ms J Glennie, Professor SJ Saunders, Dr A Kaniki and Dr ML Lange. The development of the system has been funded by the Ford Foundation.

The CHE Monitoring and Advice Standing Committee deals with the further development and implementation of the CHE Monitoring and Evaluation System for South African higher education. The Higher Education Act and the White Paper allocate these general responsibilities to the CHE. In particular, the White Paper refers to advising the Minister of Education on:
  • "The performance of the system, having regard to available performance indicators...
  • The progress being made towards achieving national equity and human resource development goals and measures to overcome impediments to achieving transformation goals" (Section 3.25i & j).
The CHE has elaborated a Monitoring and Evaluation Framework for the higher education system, which assists the CHE in discharging its responsibility to provide advice to the Minister of Education on all higher education matters. In addition, the CHE Monitoring and Evaluation system is geared towards generating information and analysis that is of use for the effective steering by government of higher education and that helps it to produce, as required by the Higher Education Act, reports on the state of South African higher education that are increasingly comprehensive and analytical (Sections 5 and 19).
