Memoranda of Understanding (MOUs) with the Tertiary Education Council (TEC) of Botswana and the Namibia Qualifications Authority (NQA)

At a ceremony held at the CHE offices in Pretoria on 9 October 2007, the HEQC formalised its longstanding relationships with the NQA and the TEC.
The NQA was established in pursuance of Act 29 of 1996 of Namibia, with the mandate to set up and administer a national qualifications framework and mechanisms for quality assuring all education and training provision in the Republic of Namibia. The TEC was established in terms of the Botswana Tertiary Education Act of 1999 with responsibility for co-ordinating tertiary education and for determining and maintaining standards of teaching, examinations and research in tertiary institutions in Botswana. This includes responsibility for quality assurance of all tertiary institutions.
Mr E Mueller, Chairperson of the NQA Council and Dr P Molutsi, Executive Secretary of the TEC signed on behalf of their organisations. Signing on behalf of the HEQC was Dr Lis Lange, Executive Director of the HEQC. The signing was witnessed by the Chairperson of the HEQC Board, Professor H Africa and by other HEQC Board members.
The MoUs set out the terms of agreement for cooperation and collaboration between the agencies. Under these, they will work together in order to:

Exchange information and expertise, as appropriate. This will include:

key policy documents and operational information, where appropriate

information on programmes of study and institutions in which each party has an interest, subject to any overriding requirement of confidentiality to which either agency may be subject.

Provide developmental opportunities as appropriate for staff of both parties.

Collaborate in joint research projects of mutual benefit.

Co-operate in any other mutually agreed activities for the benefit of both parties thereto.
The MoUs are operational from 1 October 2007. Periodic reviews of their effectiveness will take place, in line with the terms of the Memoranda. It is hoped that the collaboration will serve as an example for higher education quality assurance agencies in the African continent, in the SADC region and globally. The HEQC already has cooperation agreements with the Australian Universities Quality Agency (AUQA), the Quality Assurance Agency (QAA) in the United Kingdom and the National Assessment and Accreditation Council (NAAC) in India.
