The HEQC meets with Professional Councils

The Higher Education Quality Committee (HEQC) of the Council on Higher Education (CHE) met with statutory professional councils on the 16th November 2007 at the Birchwood Conference Centre in Boksburg. The purpose of the meeting was to discuss issues of coordination of quality assurance in higher education and the signing of memoranda of understanding (MoUs) between the HEQC and professional councils operating in the higher education band.

Attendance and participation

The meeting was attended by representatives from 16 professional councils as well as by the South African Qualifications Authority (SAQA) and the University of Pretoria.

Discussion

Systemic challenges to signing MoUs were discussed, as were the HEQC Framework for coordinating quality assurance in higher education and issues around the costs of quality assurance and the financial implications of delegation by the HEQC.

Also discussed were the impact of multiple quality assurance demands on higher education institutions' quality management systems and the locus of professional qualifications on the NQF.

Way forward

  • Commitment to a common approach to quality assurance in higher education by all bodies operating in the sector, under the leadership of the HEQC.
  • Implementation of the HEQC Framework for the Coordination of Quality Assurance in Higher Education. This will include:
    • Incorporation by professional councils of some of the HEQC's programme accreditation criteria dealing with programme design, student recruitment, admission and selection, student retention and throughput, teaching and learning and assessment.
    • Use of peers in the quality assurance systems of professional councils.
    • A stronger focus on teaching and learning by professional councils over and above the historical focus on professional standards.
  • Consideration by the HEQC to carry out capacity development with professional councils with whom MoUs are imminent or have been signed.
