The Council on Higher Education (CHE) is an independent statutory body established by the Higher Education Act 101 of 1997. The CHE advises the Minister of Education on all matters pertaining to higher education. It also has the responsibility of operating a national quality assurance system through a permanent sub-committee, the Higher Education Quality Committee (HEQC). According to this Act, the brief of the HEQC is to:

• Promote quality
• Audit the quality assurance mechanisms of higher education institutions
• Accredit providers of higher education to offer specific programmes.

The HEQC also runs a number of quality related capacity development projects.

Oversight for policy development and implementation, and decision-making on relevant quality assurance issues in the HEQC, rests in a Board that is constituted by the CHE. The HEQC Board is composed of members who have expertise in a number of areas pertaining to higher education.

The CHE invites nominations of people with knowledge of and commitment to quality assurance and quality development in higher education to serve on the HEQC Board. Experience of programme accreditation, institutional audits and quality promotion and quality related capacity development will be a strong advantage.

The term of office will be a period of three to four years beginning January 2009. Members of the HEQC Board will be appointed in their own right and not as representatives of organizations or constituencies.
