Introduction
This Manual is intended for the guidance of evaluators, appointed by the HEQC to evaluate institutional applications for the accreditation of new programmes or the re-accreditation of existing programmes. It summarizes the context for programme accreditation and re-accreditation and, within this context, addresses both the nature and purpose of programme evaluation. In particular, it deals with key aspects of the programme evaluation process, including the formation of professional judgements and the categories of judgement employed by the HEQC, and introduces the HEQC’s evaluator’s report form, offering some guidelines for its completion. In short, it aims to enable evaluators to understand what is expected and required of them in undertaking and completing a successful programme evaluation. (Note: This Manual should be read in conjunction with the CHE/HEQC’s
Framework for Programme Accreditation and the Criteria for Programme Accreditation.)
