 Coordination

The coordination section of the Accreditation and Coordination Directorate deals with two broad areas of operation:
  • Quality Assurance Coordination:
The HEQC, although accredited by the South African Qualifications Authority (SAQA) as the Band ETQA for Higher Education (HE), has to operate alongside other Education and Training Quality Assuror (ETQAs) in Higher Education. SAQA has recognised the coordinating role of the HEQC in this regard, and the HEQC itself has indicated its willingness to engage in co-operation agreements with other ETQAs in a search for coherence, lack of duplication and a tolerable accountability regime for higher education institutions.

    In keeping with the SAQA requirement of one provider: one ETQA, the HEQC will enter into agreements with professional councils and SETA ETQAs in order to co-ordinate quality assurance activities.

  • Certification:
According to SAQA's policy document on the Criteria and Guidelines for ETQAs, each ETQA will be responsible for issuing certificates of accreditation to constituent providers and certificates for learning achievements, although they may devolve certification functions to constituent providers. The Coordination section is in the process of carrying out an analysis of the present status of certification in HE, with a view to developing clear guidelines and recommendations for certification.


Meeting with professional councils 13 August 2003

The HEQC held a meeting with professional councils at the Kopanong Hotel in Benoni. The participants included representatives from both statutory and voluntary professional councils, including the professional institutes. The main objectives of the workshop were: to share information on new developments in higher education and in the HEQC, and to put forward and discuss proposals for co-operative agreements on quality assurance between the HEQC and professional councils.

After group discussions, proposals were put forward that will form the basis for further discussions and negotiations on the type of co-operative model to adopt for the different professional councils. There was also a unanimous call for more workshops of this nature in the future. A report on the workshop will be written and circulated to all the professional councils, and a copy will be placed on this site.


Directory of ETQAs and Professional Bodies

This Directory of South African Education and Training Quality Assurers (ETQAs) and Professional Bodies is the by-product of an investigation by the Higher Education Quality Committee (HEQC) of the Council on Higher Education (CHE) related to its responsibility to coordinate quality assurance in higher education.

The CHE hopes that the Directory will serve as a useful information resource for quality assurance agencies, higher education institutions, stakeholders, leaders, managers and administrators and government departments and other organisations.

Great care has been taken to ensure that the Directory is as comprehensive and inclusive as possible in the listing of all ETQAs and professional bodies of a statutory or non-statutory nature that may have a concern with higher education quality assurance, and that the information contained in the Directory is correct and accurate.

We invite you to forward any comments that you may have on the Directory to and urge the organisations listed in the Directory to help us to keep it accurate and up-to-date.
