The HEQC's Quality Systems Restructuring Project
The South Africa-Finland Co-operation Programme consists of three components:

Information Communication Technology (ICT), which is managed by the Department of Education (DoE)
-
Quality Assurance, managed by the HEQC
-
Research and Collaboration, managed by consultants
The Programme runs from 2005-8, and is overseen by a Joint Steering Committee and a Supervisory Board.
The main focus of the HEQC's activities in the project is the institutionalisation of the internal quality assurance systems of merged and historically disadvantaged institutions (HDIs), to enable them to respond more effectively to audit and accreditation requirements, and to move towards an increasing measure of self-regulation. This is done through a number of strategies, including support in developing and/or refining quality assurance systems, and in developing quality arrangements for the establishment of a new academic programme structure.
Grants were also allocated on a competitive basis to the remaining public institutions for improving the quality of teaching and learning; and to departments within the institutions for innovation plans developed around the quality of teaching and learning, research or community engagement. In 2006, two institutional grants of R400 000 each were allocated, and twelve departmental grants of R70 000 each.
